Stop leave accruals when reached a cap (maximum balances) then starts accruals again when balances g

Let's say that employee's maximum balances are 250 hours annually.  With that middle of July, employee reached a cap of 250 hours.  In this scenario, we don't want system to accrue leave until employee's leave balances go below 250 hours.  Again we want system to stop accrue leave when reached the maximum hours.  Does anyone out there currently have this kind of scenario in placed?  I would appreciate in advance if you can share your setup/process.  We are JDE E1 9.1.
