Why does a DL level MD in rpm clearance is being rolled-up into PL level MD in RFR?

Users created a MD which is at DL level but when I checked RFR table, instead of finding a DL level MD, I see PL level MD. RFR PL record contains the same data of clearance table which includes action_date, clearance_id, clearance_retail but with NULL diff_id. I do not know if originally when the MD was created it was DL and then later on it becomes PL or it was a PL level in RFR from the very start. This inconsistent roll up is causing clearance reset failure.
