hrglobal.drv to install after HR.RUP12 or not

Dear Oracle community,

I would like to clarify the post step of installing R12.HR_PF.B.Delta.12 Release Update Pack (Doc ID 2526650.1).

As a post step its mentioned to install hrglobal.drv. But for legislation data should I wait for end of year patching 2019 to install or

by default always needed to install hrglobal.drv provided by RUP12

PS. We are oracle hr legislative customer in holland
