database connection does not terminate

Database is Oracle 11.2.0.4

Client is Windows 10

SQL Developer 19.1 and 19.2

We find that if we do not right click a database connection and then select disconnect, the database connection remains after terminating SQL Developer. Is it a requirement disconnect manually before shutting down SQL Developer?
