EPBCS Approval Unit assignment

In assigning Scenario/Version to created Approval Units, the Approval-enabled member of OEP_Working version is grayed out and not available to be checked. Why?

In the screenshot below, for HRTest, the member can be checked but not for Accounting or HR (which has exactly the same settings except for Owners).
