ORA-20001: No application nodes found for the given E-Business Suite instance xxxx_Oracle E-Business

I am getting this msg on discovery of my e-business suite.  "ORA-20001: No application nodes found for the given E-Business Suite instance xxxxx_Oracle E-Business Suite ORA-06512: at "SYSMAN.EBS_AMP_FWK", line 22"

It also says in the main screen under Targets Running on Nodes that  "Edition details are coming as invalid. Possible cause - A cutover is in progress. Wait for sometime and try again"  I have validated that we are not in cutover.

I have tried running autoconfig on the db and the apps.  Then remove the blackout (which doesn't show an edition - no file system in the blackout name).  Then I refresh the app nodes (yes they are in all targets) - but not in my e-business Suite.  Then I tried doing a discovery with the targets in place.  No change.  So I removed the e-business suite and attempted rediscovery.   To no avail.   The app nodes do not show up in the E-business suite page.
