Getting Error "Highlighted Fields are Required. (15,30)" on course creation

On PS 9.2 Trying to create a new academic course.  I have found several similar issues documented with other processes but none for this one.  All the others are documented bugs for the error "Highlighted Fields are Required. (15,30)" with unique available fixes which tells me the patches are not universal.
