FNDSM not starting after clone

We have cloned one environment, source environment on multi-tier, target environment as well. The FNDSM (Service Manager) queue is created correctly ... for the first node. But, the queue for the second manager doesn't want to start. Very few actions can be done; only "Verify" (which doesn't report anything). It can't be stopped or started indepedantly. It has NO processes listed in any status. As a recap: this secondary queue gets created in addition, as a post cloning task. Other clones work OK.
