I have invalid objects that prevent my database from functioning correctly. I was told by support to

I have invalid objects that prevent my database from functioning.

Oracle Support said there are too many to fix so I should try restoring my data to a new database instance.

I have a couple of questions about this because I don't have ideal conditions.

1: Since the packages are part of the database won't the problem just follow me to the new database?

2: If the packages are part of the data and are backed up I should be able to do a partial restore, correct? Enterprise Manager, which I use to help me with backups and restores is not working either. RMAN works in the command line mode but I don't know what I'm doing at that level.
