Component Lists Error ' WBS Attribute Sheet'

We are on 19.3 Oracle Unifier cloud. We are using mostly out of box BPs with minor modifications to workflows and upper form. When trying to error check component lists, we are receiving an error for all cost type BP that reads ' Payment Application' design, in the component list, has a data element which requires [WBS Attributes Sheet] design'. A search on Oracle support indicates that attributes 'WBS Attribute Sheet' can be modified under udesigner > earned value manager; however we don't seem to find 'earned value manager'. We have compared data element between multiple Unifier system and can't seem to find any variance. Does anyone experienced similar issue? if so, how to resolve it?
