oem 13.3 installation with F5 ssl offloading

I had done oem 11g installation with F5 previously, I remembered ssl offloading was configured at F5, so OMS was running in non-ssl. I am doing oem 13.3 installation with F5 now, was told that with ssl offloading, OMS is required to run in ssl mode, I wonder if this is true and what the reason?
