P43250 (TRAN -> STK) not hitting CARDEX (F4111)

In JDE E1 9.0.1

Issue : One of the auto receipt job(R47071) ran and updated F43121 twice with 2 different OV numbers for same shipment number and order lines are same, MATC = 1 for both the lines

Process : Receipt routing activated and Inventory will update once STOCK moved to STK and CARDEX gets updated.

Current situation :

1) Both OVs are in MATC = 1

2) one of OV # is having qty paided and vouchered already, with no open quantity

3) other OV number is not vouchered, but open qty

4) I see 2 entries in P43250 program , both line is tagged to duplicate OV

5) order status in 400/400
