Position data excel to ci not inserting a row into JOB when reports to position is the same.

In job the reports to incumbent name is displayed as of the job effective date. If the job effdt is less than the reports to incumbent date then the name displayed in job as the reports to incumbent is not the most current incumbent. I did a Position data excel to ci with action reason RTC but since the reports to position number is the same as job reports to Position data excel to ci did not update job. Update incumbents flag was checked on. How can I update job with the new reports to incumbent?
