Expense account entry for a manager

Hi Community,

I have a request from our directorial board, a president needs to know if his secretary can enter an expense account for him.

In my understanding, the manager can delegate for approval such as sick, vacation etc..but not entering an expense account under his name or under his account id.

I check on KG to look for a similar case, but I didn't find any.

Any help I appreciate,
