How am I getting "**MbrElement Owner/Type Conflict" in PIN Package Compare Report?

I am working on PIN package migration.  All elements set Owner "Customer Maintained", Class "Not Classified", Used By "Specify Country", and Country "CAN".

But, the compare report generates error message "**MbrElement Owner/Type Conflict" to some elements, but not ALL.

Is it a bug?  or Did I do something wrong?
