runubexml: Could not initialize an ENV handle for User in Environment

I have gone through the document "E1: UBE: Runubexml: Could Not Initialize An ENV Handle For User In Environment (Doc ID 2449341.1)" and followed the solution.
SOLUTION
1. Verify the User ID, Password, Environment, Role defined under Base.xml are valid. Same user must be able to submit UBE's via FAT/ Web Client with the same credentials, environment and role.
For running Runubexml command line utility, you must login to the server using the same user ID that starts EnterpriseOne services, for example: jde920
2. Ensure that you are inside the \system\bin32 folder when running the command RUNUBEXML. This is necessary even if the bin32 folder is included in the PATH environment variable.
