Error 500--Internal Server Error when trying to access enterprise mangager

We are getting the below error when trying to access the enterprise manager. This issue started after we upgraded our WebCenter Content from version 11.1.1.8 to version 11.1.1.9.

Error 500--Internal Server Error

From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1:

10.5.1 500 Internal Server Error

The server encountered an unexpected condition which prevented it from fulfilling the request.

We haven't picked up any error in the emoms.trc and emoms.log after we enabled trace and debug logs. We did observe the error below in the AdminServer-diagnostic.log:
