OEM 13c agent install on Windows

My OMS is on Linux and I am trying to install Agent on Windows using AgentDeploy.bat script. The install completes successfully but the agent configuration fails and the agent service doesn't get created. The error message says exit value -1073741701INFO: Failed in creating service Oracleagent13c1AgentINFO: Agent configuration has failed.

I have opened Port 3872 and 4903 for agent communication.
