Exclude fulfillment location based on originating location

How can I exclude a fulfillment location based on originating location?

I need something similar to fulfillment zones but instead of using geographical information I need to define manually the stores or using some store value to define the available fulfillment locations.

Example:

- If the store belongs to owner A, the available fulfillment locations are locA, locB or locC.

- If the store belongs to owner B, the available fulfillment locations are locD, locE or locF.
