No Work Order Save button in Work Order created from Maintenance user Work Bench

I don't see Save button in Work Order created from Maintenance user Work Bench. Only the 'Apply' button is visible. Is this by design? or is there any role that needs to be enabled?  (We don't want to set the 'EAM: Supervisor' Profile option to 'Yes'. Any way to enable this?  Thanks
