The B&L process - Cross Charge Entries not creating on Reversal line of an Accrual entries

We are on 12.1.3. The Borrowed and Lent process is not creating the B&L cross charge lines on Reversal Line of an Accrual Entries and whereas it works on Original line of Accrual entries. Oracle development proposed to upgrade to 12.2 but we dont have plans to upgrade to 12.2 in recent times. Is anyone experienced this issue ?
