PSFT 9.2 Schedule New Course Error: Highlighted Fields are Required (15,30)

Trying to create a new course and an error prevents saving.  The display jumps to the Enrollment Control tab and displays "Highlighted fields are required. (15,30) Enter data into the highlighted fields."  There are no highlighted fields and all required fields are supplied. 

Path: Curriculum Management - Schedule of Classes - Schedule New Course

There are a few documented bugs with the "(15,30)" in the message but none specific to Course Creation or Student specifically.
