Can One Respond to an RFQ via iSupplier?

Good day, all.

I have a business desire to improve a quotations process that involves a good deal of email and spreadsheet maintenance. I need to check my expectations on RFQs, as seen through the iSupplier web portal in a 12.2.4 instance.

Setup: I created an iSupplier user account, associated with a specific Supplier Site. I drafted a Catalog RFQ through the Purchasing module (Form Function PO_POXSCERQ) filling in only what appeared to be required, adding a couple of items, and selecting the Supplier, Site, and my dummy user's Contact. Finally, I changed the status of the RFQ to Active.
