goldengate replicat abend with 4021 and skipped the ddl

replicat abend with the following error and on restart it skipped this create table command.  Is it a normal behavior?

we have only following in replicat

REPERROR DEFAULT, ABEND

REPERROR(60, TRANSABORT, MAXRETRIES 20, DELAYSECS 20)
