Changes affecting interoperability of dblinks

We have 2 databases communicating with DB links.

One is 18.3 and the other 11.1.0.7.

I read about changes in new version of the database that will make it impossible for 11.1.0.7 databases to connect with database link. (Doc ID 2361478.1)

Up to know 11.1.07 and 18.3 work fine.

On which version of 18 and 19 databases these changes will take effect? (i.e 18.5, 18.6 …)

The note does not say that?
