adop not updating version of java files under $OA_HTML/WEB-INF/classes/oracle/apps

Dear All experts

I am facing this strange issue, after applying patches recommended by Oracle support the .class files under $OA_HTML/WEB-INF/classes/oracle/apps are not being updated and so patches are not solving issues they are created to solve !!!

this is very strange, there are no errors in ADOP log files and adop analyzer also shows nothing wrong I fogured this out by simply copying the .class file that was delivered by the tested patches on a testing clone from ($JAVA_TOP/oracle/apps)  to ($OA_HTML/WEB-INF/classes/oracle/apps) and restarting the instance which solved the issues patches were supposed to solve.
