Siebel IP 15 - OS Compatibility

I am seeing some thing weird or may be i am not aware of -

For siebel lP 15 ,WIN -2016 was not compatible until last few days when i check in certification tab of support portal but now i can see its compatible .

Can you please let me know how and when this kind info can be modified ?  Concern is based on previous search we made many different exception approval from higher mgmt.

and suddenly this got changed .:(
