Is the tax explanation code and tax rate area auto validated during PO entry

Is the tax explanation code and tax rate area auto validated during PO entry, once the P4008 tax rate area is setup in JDE. I always thought it did, I notice now it does all its calculation based on tax rate area irrespective of the tax explanation code. eg V / GST , C / GST&PST etc

please assist... thanks
