sqlplus error 57 after install 32 bit oracle 12.2 client on server 2016

We recently installed the Oracle 12.2  client (32 bit) on windows server 2016 standard. We cannot get it to work, when executing sqlplus we get "Error 57 initializing SQL*Plus" and "Error loading message shared library". We have examined the inherited permissions articles. We have not installed the 64bit client on this server so the oracle homes and mixing of client s has not occurred. Any ideas?
