Configuration Tools not finding RPAS_HOME on new windows 10 computer

Hello

I have a new window 10 computer on which I'm having trouble launching the Configuration Tools I copied to the computer.  From what I can tell my environment variable are all good and are pretty much the exact paths on my old windows 7 except that I have Java JRE instead of JDK.  The errors are all RPAS_HOME related. 

(1) The RPAS_HOME variable is not set

(2) RPAS_HOME is set to a non-matching version of RPAS

(3) RPAS_HOME/lib and RPAS_HOME/applib are not on the Path

Here are my critical variable and paths.

INSTALL PATHS:

C:\cygwin64

C:\Oracle\RPAS\ConfigTools
