BIPublisher job says successful but doesn't send file

I have bursting set up on a data model that should email an excel file and a report built to use that data model. I have submitted numerous jobs to test it and they all say submitted successfully, my notification is received saying it was successful but it doesn't send out the file. I have this set up in our DEV environment and it works with no issues. I could not get it to work in PreProd (I have another thread about that issue) so figured I'd see if it will work in Prod. I'm not sure what to even
