Create New Fluid Life Events for (non-Birth/Marriage/Adopt/Divorce)

We need to create a new Fluid Life Event type for events like HSA or FSA Changes.  We've been able to use/test the delivered Life Events (Birth, Divorce, etc.), and we created a new custom Life Event for HSA Changes.
