Unable to run JDE 9.1 DEP installer setup.exe on Windows 2016

Hello,

We are in the process of a Tools Upgrade (from 9.1.5.x to 9.2.3) for JDE 9.1 and decided to go with Windows 2016 as it is certified with TR 9.2.3.4.

I'm having an issue while running the 9.1 Dep installer setup.exe, where the OUI screen just disappears after I click Next at the first step.

I tried to run the setup.exe in compatibility mode for Windows XP, 7, 8 but nothing works. It creates a JRE error log file & a mini-dump file whenever I try to run the setup.exe file and the error log file mentions fatal error detected by JRE.

In the error log file, I see there are references to jvm.dll & oraInstaller.dll which is making me think this could be something to do with how the oraInstaller.dll is running on Windows 2016 data center edition.
