HR_API_TRANSACTION_VALUES don't have values for transactions

Hi,

Some of our users are facing issues with leave where their leave request is in error and when we search in DB the wf_notification, hr_api_Transactions and hr_api_Transaction_steps have records for the leave request but hr_api_transaction_Values don't have anything for the leave request.

Can somebody help here to understand the issue and if there is any solution for the same?
