Primary Care Provider - end dating errors

In Oracle Advanced Benefits, when we unprocess and then reprocess a life event, it ends primary care providers for dependents. I do no see where this is tied to any specific life event, but have noticed Open Enrollment and Override Enrollment will cause the end date. We do not want these end dating.

Using version 12.1.3 and I have not found if anyone else has had this issue, or if there is a solution.
