Rebuild Work Order Not Generating 12.2.9

We have recently upgraded our test instances to 12.2.9

In this version, it gives you the ability to issue multiple quantities of a rebuildable item to the work order.

I went in to one step material issue, added a rebuildable number with a quantity of 2 and issued them.

No rebuild work order(s) was created.

A rebuildable work order is created if a quantity of 1 is issued.

I was just wondering if this is the intended functionality? If so, why was the decision made? I was expecting if I issued 2 rebuildables to a work order it was to replace two items that need to be rebuilt and two work orders would be created, one for each item being replaced.
