Can't issue an allocated item to other Work orders?

I thought EAM Allocation is a soft allocation? In 12.2.5, I get an interface error when I issue an MRO Item to a work order when the item is already allocated to another work Order and there is no additional quality in stock. (On hand is just one unit and it is allocated to a work order) Is this the normal behavior?

The Interface error is: "Transaction Quantity must be Less than or Equal to Available Quantities"
