Auto Rebuild WO not created in One step if Activity association exists

I have a strange issue. I am able to auto create rebuild work order via two step when I issue a rebuild with an activity association (Via replaced Rebuild function). But the transaction fails when i associate an activity to the rebuild being issued via one step issue. The Interface error with the message: "The rebuild activity is not valid for the specified rebuild item. Please provide a valid activity or use the EAM Asset Activity Association form to enable the activity for the rebuild item.". The MO: security profile is correctly set.
