PDF Hyperlinks are removed BI Publisher PDF type template

I am using PDF Type BI Publisher template as an enclosure. I have created a PDF (compatible with 4 or higher) - no form fields but a normal PDF with few hyperlinks. I am successfully getting the attachment but the hyperlinks in that document are removed. I can confirm that the original PDF does have hyperlinks and they are all working. Also, if I generate the PDF from Report Definition (using the Generate button) the resulted PDF does have those links.

Any idea why this behaviour? Any help would be appreciated.
