archiving ideas for standard edition oracle

unfortunately we have standard edition oracle databases on 10.2.0.3. and 12.2.0.1

we have escalating volumes of data in our tables with increasing   performance and disk space expense issues

we have managed to tie down user requirements that 40 months plus data can be archived off the main application tables and then after a longer time period deleted completely

(yes I know we should have built archiving/housekeeping as integral to our original application design but too late now)

so in theory we would like to relocate the archived data to cheaper/slower storage as it is being kept for legal reasons etc; and reclaim disk space on our main operational databases (some of this is on expensive SSDs).
