How do I create a language-only package after installing a new alternate language.

In the instructions for putting on a new alternate  language, it says that after the install is complete a new package need to be built. It says you can do a Full Package or a "Language-Only" Package. I know how to do a Full build, but I can find no reference on how to do a "Language-Only" build. Can you please point me in the right direction for this process.
