Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Error when applying 22123753 on 10.1.3 Oracle Home

I got this message when applying 22123753 to 10.1.3 Oracle Home as a part of Jul2019 CPU:

Patch "22123753" overlays " 21845942 ". Conflict check between them is skipped.

Appreciated for any help!
