Shipping Execution HTML Screens Navigation Issue

We are upgrading to 12.2.8 and are exploring the shipping execution html forms.  The biggest struggle we have right now in using them is that there doesn't appear to be any navigation between the delivery details and the delivery.

So from the details, I can assign the line to a delivery or create a new delivery.  I can see the delivery number, but it's not hyperlinked.  So the users have to write it down and then go to the delivery screen and key it in to find it and ship it.

In the java forms, we can click on the line and then just switch to the delivery tab to do the ship confirm.  Is there some super-secret navigation trick here that I'm missing?  Or maybe a profile option that I don't have enabled?
