Audit files writing to audit_file_dest

AUDIT_SYS_OPERATIONS=FALSE

audit_trail                    = none

Yet audit files are still writing to audit_file_dest filling up $ORACLE_HOME/rdbms/audit . I say filling up because when I try to login to db it say's I can't because the audit can't write.

.

I do I stop the audit files from being created?
