Security Access: eBenefits Activity Guide Instance Access

I am using PeopleSoft 9.2 PeopleTools 8.55.16

I cannot save a new Activity Guide Template

1. Setup HCM --> Product related --> eBenefits --> Life Events -> Template --> Action Item

2. I add in the new action items

3. But when I try to save I get the below error message:

SecurityException: You do not have access to Activity Guide Instance 'EF_T1LLLLL'. (263,90) PTAI_ACTION_ITEMS.List.OnExecute  Name:open  PCPC:6716  Statement:143
