What is the maximum number of cores/thread for Oracle 12c Standard Edition 2?

Hello,

I see two seemingly conflicting documents on licensing for Oracle Standard Edition 2:

The first document says that "Oracle Database Standard Edition 2 database may use a maximum of 16 CPU threads at any time"

The second document says that "This offering takes into account the ongoing hardware trend of increasing cores per socket...Therefore SE2 aligns us better with what customers are using...With Oracle SE2, customer license cost remain the same regardless of the number of cores in the socket"

We have an ODA X7-2-HA (2 servers, 2 processors per server, 18 cores per server). Meaning, 36 cores per server. We purchased separate SE2 licenses for each server.
