RDF 16.0 domain took too much time to build on windows. Usermgr as well not responding

Hi,

It took too much time to build RDF16.0 domain on my windows machine. It took approx. 4 hrs and now I am running usermgr utility to create group, utility is not completing the execution. Is there something wrong with the installation of domain. Attaching installation log. Is it something related to the resources provided by my CPU to Cygwin?

Adding to this no utility is responding. rpasversion even not giving me any output in return.
