WA MLI and FLI taxes being withheld from Tuition Reimbursement checks

There is an issue regarding WA MLI and FLI taxes being withheld from Tuition Reimbursement checks, which are non-taxable. The issue started w/e 06-29-19 when patch went in for other WA MLI/FLI fixes. Prior to w/e 06-29-19, there were no issues.Not sure what is causing this so wanted to see if you have any ideas.
