Text Message Consent

Our organization would like to use text messaging as a form or communication with our employees.  One question/concern is that we haven't gotten 'consent' from employees for us to text them.  Has anyone else developed a ESS 'text consent' field to receive text messages?  Or have you handled this through company policies/handbooks that states the company has the right to text message???
