PRC: Generate Capitalized Interest Transactions not generating any interest transactions

I'm testing using capitalized interest. My project type has the interest rate schedule assigned, and it is assigned at the project level as well. The "Allow Capitalized Interest" box is checked on the project, and also on all capitalizable tasks. My rate is set up to use Open CIP as the threshold. Current Period Convention is Full (although I also tried it with None), the Period Rate Convention is set to By Number of Days, and the Interest Method is Compound. When I run the PRC: Generate Capitalized Interest Transactions, I get the following error:

"No eligible transactions exist for the run period or burdened costs for the transactions have not been calculated."
